Safety of life, liberty and property of citizens – particularly through prevention and detection of crime – is one of the most important governance functions performed by the state. In Punjab this critical function is performed exclusively by the Punjab Police. This professional force of 180,000 outstanding men and women work day and night dedicated to this one purpose. They are motivated by the knowledge that their work with safety and crime feeds into realisation of a great ideal: upholding the rule of law as enshrined in the Constitution of Pakistan. In spelling out the fundamental rights and principles of policy, the Constitution clearly provides for the due process and equality before publicly proclaimed laws.

Safety and tranquility emanating from rule of law will be our greatest aspiration. Our priorities are clear in our effort to realise these goals. Our biggest priority is delivery of quality police services to the citizens in a facilitative manner. In our offices, police stations, khidmat marakiz and at all other points of our contact with the citizens, we shall offer our best with professionalism and compassion.

Prevention and detection of crime will continue to be a major priority. We are striving to build our ability to prevent crime through effective surveillance and proactive situational analysis and deployment of resources. We are mindful of the fact that detection is the most effective form of prevention. So, we are continuously improving our human and technical capacity to investigate cases correctly and expeditiously.

Public order and security are the other major priority. We are committed to protecting our citizens and public and private property against terrorism, disorder and vandalism. We actively seek ways to develop our capability to plan and execute strategies for security of persons and premises and to effectively deal with law and order situations.

Better governance of Punjab Police is another major priority. We are improving our human resource management practices, accountability processes and financial and logistical capabilities. Deeper and wider integration of technology into our operational and administrative working will continue to be a means as well as a goal in pursuit of our priorities.

Punjab Police is one of the greatest police forces in the world. So many times, our shuhada have made the ultimate sacrifice for safety of the citizens. I am confident that we will continue to serve and protect our people, whatever it takes.

Mushtaq Ahmad Sukhera, PPO/IGP
Mr. Mushtaq Ahmed Sukhera joined the Police Service of Pakistan (PSP) as an Assistant Superintendent of Police (ASP) in the year 1982. He graduated from the prestigious Government College, Lahore and obtained a LLB degree from the University of the Punjab. He is a graduate of Civil Services Academy, National Police Academy and the National School of Public Policy. He has also undergone numerous professional courses within the country and abroad.
Mr. Sukhera has held strategic field, staff and training assignments, both within Pakistan and abroad. This includes: ASP, SP, SSP, DPO and RPO of various cities and regions in the country; staff assignments as AIG Logistics and Administration; DIG Investigation Lahore; Additional IG, Counter Terrorism Department (CTD) in Punjab and the Provincial Police Officer/Inspector General of Police (IGP/PPO) Baluchistan before taking up his current assignment as the PPO/IGP in Punjab in June 2014. He has also served, with distinction, as the Chief of Discipline and Internal Investigation in the International Police Task Force (IPTF) of United Nations Mission in Bosnia and Herzegovina (UNMIBH).
Mr. Sukhera has adopted pro-people, pro-active, community oriented, technology based and intelligence led policing in Punjab. A number of technology driven projects including Police Station Record Management System, Human Resource Management Information System, Crime Monitoring and Management System, Integrated Command and Control Center, Complaints Management System have been initiated under his command in Punjab. He is committed to serve the people of Punjab by making the Punjab Police a publically accountable, democratically controlled, politically neutral, and professionally efficient organization

CH MUSHTAQ AHMED SUKHERA IGP PUNJAB

A four members Norwegian Police Officers delegation (based in Islamabad) met with the Inspector General of Police, Punjab, Mushtaq Ahmad Sukhera at his Office CPO, Lahore, today.
The visiting officers included Tove Aas Bechmann, Nordic Liaison Officer, Jacqueline Heyboer, Adviser to Nordic Liaison Officer and Pervez Mohsin, Adviser to Nordic Liaison Officer.
The delegation remained with the IGP for some time and discussed the matters of mutual interest with each other i.e. working pattern of the police departments of both countries.

The restructuring of the Punjab police and its harmonizing with the modern trends is a dire need of the hour. Therefore, the Punjab Police, for the first time in its history has acquired the services of seven expert psychologists for judging the mental attitudes and aspirations of the police officers and to seek effective means for their quality training. These psychologists who happen to be all women have been posted at all the training centers of Punjab police.

This was stated by Inspector General of Police Punjab, Khan Baig, while talking to the senior officers of training department at Central Police Office, Lahore. Provincial Police Chief told that these 16th April, 2014

psychologists were appointed on merit through Public Service Commission after getting approval of Punjab Government. The selection of these psychologists was made on three years extendable contract basis.

These psychologists will be responsible to maintain the Psychological Profiling of the officers during training along with counseling with them. Their services will also be utilized during the interviews for the recruitment in Punjab police.

These psychologists were also issued posting orders according to which, Ms. Qurat-ul-Aain is posted in Police Training College, Lahore, Ms. Nazia Perveen in Police College Sihala, Ms. Saira Ashraf Kanjoo in Elite Police Training School, Bedian Road, Lahore, Ms. Rabia Nayab in Police Training School, Multan, Ms. Aqsa Safdar in Police College Sihala, Ms. Musarrat Yasmin in Police Training School, Sargodha and Ms Nafja Fatima is posted in Elite Police Training School, Bedian Road, Lahore.

In order to review the law and order and crime situation of Lahore, a high level meeting under the supervision of Inspector General of Police, Punjab, Khan Baig at Police Lines, today.

CCPO Lahore, Ch. Shafique Gujjar, DIG Operations, Lahore, Rana Abdul Jabbar, DIG Investigation Lahore, Zulfiqar Hameed, SSP Security, Salman Ali Khan, SSP Admin, Shahzad Akbar, CTO Lahore, Muhammad Sohail Ch, SP Headquarters, Maroof Masood Safdar, SP CIA, Lahore, Umer Virk and all divisional SPs were also present in the meeting.

IGP directed the Lahore police officers to remain in fields so that the lives and properties of the Lahore, citizens could be secured. He also directed the officers to beef up the security and strict surveillance and patrolling must be enhanced at Business centers, Darbars, Mosques, Madaris, Hotels, Rest Houses, ImportantGovernmentBuildings, Banks, Bus Terminals and Railway Stations. All received calls on 15 must be responded immediately for the timely redressal of the complainants added, the Police Chief.

He also stressed upon the investigation officers to expedite the process of pending cases so that the criminals should be punished.

While directing the CTO Lahore, to maintain the flow of traffic more smooth traffic laws strictly be implemented. He also directed the traffic Police to avoid to displease the innocents citizens in the name of traffic Challans, etc. concluded, the IGP.

In order to asses the positive trends among the candidates who intends to get recruitment in Punjab Police, first time services of psychologists have been acquired for the purpose.

This was stated by Inspector General of Police, Punjab, Khan Baig, while addressing the 53 participants of 100th National Management Course at Central Police Office, Lahore. Nine Faculty Members along with five lady officers were also included. Addl: IGP Punjab, Sarmad Saeed Khan, Addl: IGP Training, Capt. (R) Muhammad Usman Khattak, Addl: IGP Investigation Punjab, Khaliq Dad Lak, DIG Special Branch Punjab, Javaid Islam, DIG Headquarters Punjab, Muhammad Tahir, DIG Establishment, Amjad Javaid Saleemi and other officers of CPO were present in the meeting.

On this occasion, IGP told that recently 1500 officials in CTD and 500 Sub-inspectors who appeared before public service commission have gone through this psychological test. While talking about the challenges being faced by the Punjab police Baig said that the force is trying its best to meet such challenges of terrorism, extremism, sectarianism and sophisticated crime with the cooperation of other law enforcing agencies.

Provincial Police Chief further said that to get benefit with the expertise of other countries in criminal investigation and technical training, MOUs were already signed with the Punjab police. The syllabus in all police training schools was also modified, added the IGP.

Khan Baig also told that the establishment of latest Integrated Command, Control and Communication in Lahore is under process. This project will help in crime control, prevent to crime and better management of traffic in Lahore. Later on, this project will be expanded in other big cities of the province. Establishment of model police stations, Police Record & Office Management Information System (PROMIS), Pakistan Automated Fingerprint Identification System (PAFIS) and installation of GPS tracking system in operational vehicles of police are the prominent initiatives of the police department.

Provincial police chief further told that a fast track promotion policy has also been introduced under which fifty percent sub-inspectors could be promoted through public service commission, whereas, fifty percent through departmental promotion board.

Earlier, Addl: IGP Punjab, Sarmad Saeed Khan briefed the delegation about the structural organization, operational working, budget and performance of the Punjab police.

Later, IGP and NMC participants exchanged souvenirs with each others.

While answering a question of media at CPO, IGP said that he took the notice of registration of case against 9 months old baby in Lahore and seeks report of the incident. He ensured the media that strict departmental action will be taken against those who founded to be guilty in this matter.

It is indeed an honour to serve the province of the Punjab as a head of its peace keeping and law enforcing department. I pray Allah the Almighty to help me in carrying out my responsibilities with dedication and devotion and hope that the officers and the staff would do their job with the same spirit and enthusiasm and loyalty. We should be clear in our perceptions that we are here to provide peace, security and safety to our fellow citizens and to make the Punjab a model for other provinces. I am determined to get rid of vice, crime, lawlessness etc with the help and assistance of my eager and energetic officers, officials and the Jawans.

I shall do my best to win the trust of the people of the Punjab.

The vision of the Punjab Police is to be professional, service-oriented, accountable and free from corruption. Our mission is to fight crime and win by providing dynamic and effective law enforcement. This will be possible only when investigation is free from all malpractices.

The Punjab Police will strive to uphold core values like integrity, courage, loyalty, and fairness in order to promote professionalism and trust. I expect courage and honesty to be the guiding force.

The operational priorities of the Punjab Police are as follows: maintain peace and order with public partnership; combat terrorism, sectarianism, and militancy; ensure security of vital installations and institutions; eliminate kidnappings for ransom; enforce traffic discipline; prompt and free registration of cases; fair and speedy investigations; professional and prompt response in calls for service; effectively redress public complaints; prevent highway, house, commercial, and street robberies; zero tolerance for violence, especially against women and children; arrest criminals and fugitives from justice; disseminate correct information to the public; and develop performance indicators along with monitoring mechanism.

The administrative priorities of the Punjab Police are as follows: internal accountability against corruption and misuse of authority; merit and fair play in recruitments, postings and promotions; accessibility to force and redress their problems; security of tenures at operational levels; emphasis on discipline, training and capacity building; up-gradation of equipment and infrastructure; welfare of junior ranks; incentives and rewards for good performance; and above all to promote team work for success.

As Punjab Police officers, we have to be more than just protectors of the public. We should be guardians of the people and friends to the community. We must be a service of tenacious individuals, bound by a common purpose to serve and go beyond the call of duty.

IG for expediting terror cases

LAHORE: INSPECTOR General (IG) of Police Punjab Javed Iqbal on Monday has directed the officials that all pending cases of terrorism should be expedited so that terrorists must be awarded punishments according to the rules.

IG Punjab Javed Iqbal has said this while addressing the CPO and all DPOs of Rawalpindi region at the office of Regional Police Officer Rawalpindi on Monday. The IGP assigned them three tasks.

They were directed to first evaluate the crime trends and then adopt the effective strategy for elimination.

The second task was relating to the vehicle impounded in various police stations of Rawalpindi.

The IGP directed them to expedite the cases of these vehicles and hand them over to their owners after completing thorough investigation and due formalities of law.

The third was preparation of a complete and comprehensive report about kidnapping. Javed Iqbal directed the officers to furnish this report at the earliest so that in the light of this report, an effective strategy should be finalised to end this menace.

Prior to the above meeting, IGP made a surprise visit to two police stations of Rawalpindi Thana New Town and Thana Waris Khan respectively.

He asked the staff of these two police stations for completion of their records according to the police rules and also directed them to utilise all their capabilities to provide relief and security to the people.

SSP donates blood for child

LAHORE–SSP Investigation Abdul Razzaq Cheema gave comprehensive briefing to Children’s Hospital Medical Superintendent and the management regarding security arrangements at the hospital.

He also directed them to conduct refresher courses of the hospital’s security guards.

He personally analysed the working condition of 32 CCTV Cameras installed at various parts of the Hospital and also did cross questioning to 50 governmental and 50 private security guards.

He further asked the hospital management to further enhance security arrangements. During the visit of the SSP, it was announced that AB+ blood was needed for a nine-year-old child.

Abdul Razzaq Cheema donated his blood as a positive gesture to the public.
