Dear Officers and Jawans

I feel honored for assuming the command of the prestigious National Highways & Motorway Police for the 2nd time. My predecessor and all the members of this august force have worked tirelessly to make it an exemplary organization. Today the Motorway Police is revered for its integrity, discipline and performance compatible with the police of any country of the developed world.

In a short period after its inception, the NHMP has displayed remarkable results in reducing road accidents, both fatal and non-fatal, thus saving and preserving the precious lives. Besides a professional commitment by all the team members, the credit also goes to the strict imposition of traffic rules, awareness campaigns inculcating road sense among our citizens and bailing out the commuters in distress.

 

As I assume the command, I see that due to the rapid expansion that is taking place in our area of responsibility, our force is exhibiting the requisite flexibility to evolve accordingly. While the change has an element of stress in it, if channelized properly, the same challenges can become a strength for greater motivation and higher aspirations.

While formulating a systematic institutional response to the fast growing boundaries of NHMP, I assure you that the honor, safety and welfare of our force will remain the cornerstone of my wish-list that I intend to materialize, with your cooperation and input in the days to come.

Following are the principles of my policy on which I have based my future plan of action:

i. I believe that if the work done doesn’t accomplish the desired output, it is an exercise in vain.

ii. The efforts carried out must reflect intentions to achieve the mandate in its true spirit.

iii. Discipline is the cohesive force that unites and ultimately streamlines all the affairs in an organization.

iv. All members of this force must strive to fully understand their roles and responsibilities. This realization should be followed by the execution of tasks at hand with the highest level of integrity.

I have strategized all these aforementioned priorities and concepts into following actionable plan:

a. To refine the prevailing practices and procedures by incorporating international best practices with a blend of our synthesized thoughts, institutional experiences that are attuned to local conditions through a spirit of equity and inclusiveness;

i. Emphasis on speed and lane violation, reckless driving, overloading, both in PSVs & HTVs.

ii. Special attention to the motorcyclists being major contributors in fatal accidents and disturbance in road discipline. .

iii. Further expansion and systematic outreach of our educational programs along with institutionalization of our awareness campaigns.

iv. Timely rendering of meaningful help to commuters is to remain the cornerstone of our over-all strategy. KPIs to be developed to monitor/evaluate performance.

v. Continuous stream of Capacity building programs focusing on practical job-oriented modules.

vi. A review and revamp of all the existing SOPs and drills at the CPO level, incorporating the practicable suggestions/input of relevant-tier personnel.

vii. Further acquisition of latest technology, gadgets and equipment’s to enhance organizational and operational efficiency.

b. To conceptualize new initiatives with due consideration for the implementable proposals/views and requirements of the workforce:

       i. Refining working environments, both personal and at the workplace, with special emphasis to the inherent needs and comforts of our female colleagues, minorities and  employees with special needs.

       ii. Functional efficiency has to be ensured through refresher programs for specialized cadres. These should include applications of the laws, procedures and latest innovations, trends, researches and practices in their respective domains.

iii. A dynamic and responsive organizational structure with due regards to the principles of chain of command and hierarchal order while ensuring required accessibility and flexibility.

iv. Human Resource Development with special focus on functional specialization through dedicated cadres.

c. Continue to uphold the glorious tradition of serving people with polite demeanor, friendly attitude and firm enforcement without getting influenced by the position/status of the violator:

i. Display of professionalism through a blend of bold leadership, unified teamwork and a profound sense of responsibility. Commitment to career progression through ethical means should be the privilege as well as the right of every member of the force.

ii. Integrity and ethical behavior; share complete and accurate information, maintain strict confidentiality in official/sensitive matters whether expressly directed or not, and  adhere to organizational policies and procedures.

In the end, let’s honor the memories of the departed souls of the martyrs, without whose ultimate sacrifice NHMP would not have achieved its present glory. The best way to do that, is to take care of the families of our fallen brothers and sisters.

So let’s make a sincere resolve that through our determination, diligence and dedication we would further enhance NHMP performance. I wish you all the best in your future undertakings.

It is indeed a matter of great honor to lead an organization that has established a sound reputation for professionalism. I would like to acknowledge and appreciate the endeavors of all officers and staff members in maintaining the standards of quality service.
Since its inception, the NH&MP has strived not only to educate and assist commuters but also to enforce law for better safety and convenience.
However, in view of the ongoing and potential surge in traffic, causing thereby an expansion of road networks, the NH&MP must prepare well to meet any challenges. In doing so, the organization must prevent any deviation from core values and contravention of recognized procedures.
Let us remain steadfast in attempting to safeguard human lives and property while upholding the rule of law

I have taken over as Inspector General Police of National Highways & Motorway Police. It is a great honour to command this excellent force. I have not come here to relax or enjoy. I will continuously strive to wake up and shake up this force to make it corruption free organization. We – me and my team of senior Commanders shall make all out efforts to regain the lost prestige of this organization and to convert it into a Model Institution which would  enjoy the trust, respect and love of the people of Pakistan.

 

Profile:

 

Inspector General, National Highways & Motorway Police, Mr. Zulfiqar Ahmad Cheema has a vast experience in the field of Law enforcement and training. Mr. Cheema was educated from Cadet College Hassan Abdal , Govt. College Lahore & Punjab University Law College Lahore. He served as ASP at Pakpattan , Muzaffargarh & Bhalwal. After promotion he served as Superintendent of Police, Rawalpindi and SP city Lahore. Then he was posted as SSP Rahim Yar Khan. He also served as District Officer, Frontier Constabulary, Shabkader.

In 1997-98 he served as Police Chief of Lahore. He also served as Personal Staff Officer to the Prime Minister. He also served as Course Commander and Director Training in the National Police Academy, Islamabad.

After Promotion he served as Deputy Inspector General of Police, Dera Ismail Khan, Abbotabad & Kohat and as Regional Police Officer Gujranwala & Sheikhupura. After promotion to Grade 21, he was posted as Director General Immigration and Passports. In June 2013, he assumed the Command of National Highways & Motorway Police.
